This is a simulation of a two-way mirror in an interrogation room. The observer in the dark room (ideally the dark room's interior is not emitting/reflecting light, as well as absorbing all the incoming light from the interrogation room) is able to see inside the interrogation room because the light created by the lamp in the interrogation room is scattered and received by the observer through the two-way mirror, whereas the suspect can only see inside the interrogation room as well as his/her and the lamp's reflections (since no light is received by the suspect from the dark room).
